SUMMARY OF QUALIFICATIONS
Ms. Gambhir started her business as an independent information systems consultant in 1986 and under her leadership developed it into a fast growing international organization specializing in two areas: (1) privatization and corporatization and (2) information technology. She has more than 26 years of experience in contract negotiations and management and budget development and management. She has over 22 years of industry-specific experience in planning, designing, developing, and implementing information systems for government and private sector organizations. She has conducted several complex studies and analyses of functional and system requirements, performed data and process modeling, led joint application developments, and performed quality reviews and assessments of databases and systems to ensure satisfaction of requirements and compliance with system performance. Ms. Gambhir possesses strong oral and written communication skills, has facilitated group work sessions, conducted strategic planning sessions, prepared problem definitions, formulated analytical reports, and made recommendations for process and system improvements. Ms. Gambhir developed the concept of operations, process model, naming standards, and user procedures for the data administration group within a large federal agency. Most recently, she has successfully coordinated orientation visits of high-level foreign dignitaries funded by the U.S. Trade & Development Agency.

PROFESSIONAL EXPERIENCE
THE CORNELL GROUP, Inc., President and CEO, 1990
Present
Ms. Gambhir started the company as an independent consultant in 1986 and incorporated in 1995. In the year 1998 two milestones were achieved, the gross revenues exceeded the million dollar mark and three project offices were opened overseas. Ms. Gambhir is responsible for strategic business and financial planning and budgeting and contract negotiations and management of The Cornell Group’s U.S. and international projects. She ensures that accurate and systematic accounts and records are maintained, and assures the completeness of projects within budget and the quality and timeliness of project deliverables. She has set up a contracts management system for the group. She has managed large contracts funded by the Asian Development Bank for commercializing and corporatizing the major ports in India and Sri Lanka, and a contract in Southeast Asia providing assistance to attract investors/operators for a multi-billion dollar new port development project. This also involved coordination and management of four sub-contractors in the US, Europe and Asia. Other projects that she managed include an U.S. Trade and Development Agency (USTDA) IQC; an U.S. Agency for International Development (USAID) funded project in the Republic of Georgia; and another project funded jointly by a private company in Korea and the Government of Korea.
Ms. Gambhir coordinated the orientation visit of high-level officials from South African transportation sector and U.S. embassy commercial services in South Africa. The delegates were exposed to some of the best U.S. multi-modal transportation practices and technologies and had meetings with governmental and private sector leaders in transportation planning, engineering, design, procurement and operations to form future working relationships and partnerships. This project was funded by the U.S. Trade and Development Agency.
Ms. Gambhir managed a diagnostic study of the Office Management Systems (manual and automated) for the Eastern Africa Division (AF2AG) of the World Bank applying business re-engineering methodologies and techniques. She interviewed subject matter experts, conducted facilitated workshops, and developed a plan with recommendations for business process improvement, including the Office Manager's position description and role within the division.
Ms. Gambhir developed and implemented a re-engineered plan for improvement of office procedures for a private consulting organization, Koba Associates, Inc., Washington, D.C. She developed and implemented in-house budgeting and accounting systems for the corporation.
For MTS, Inc., Rockville, Maryland, she developed and implemented user training and Users Manual for the Procurement Tracking System for the U.S. Navy.
Ms. Gambhir re-engineered the Alumni Tracking System for the Johnson Graduate School of Management at Cornell University, Ithaca, New York. She designed and developed a relational database to implement an automated Alumni Directory, which is still being used by the school.

Ms. Gambhir was the senior information engineer on a project to develop the Capital Investment Plan for implementing Veteran Benefits Administration’s The Education Expert System (TEES) for the benefit payment process. This task also required assessing the functional and technical requirements for building TEES.
Ms. Gambhir was a key analyst on a task to assess the status of Chapter 1606 Functional Requirements for the Veterans Benefits Administation (VBA), and to update the Functional Requirements accordingly. She also worked on the development of technical implementation alternatives for the redesigned Chapter 1606 system. Ms. Gambhir has worked closely with VBA personnel in both Education Service and Accounting to understand and document business rules for accurately processing Chapter 1606 claims.
Ms. Gambhir led the development of test data and test scripts for the Education Benefits Application for Veterans Benefits Administration (VBA). She assisted in defining the requirements for WorkFlow within the Education Benefits Application and she helped define the detailed requirements for the on-line accounting and fiscal payment portion of the application.
Ms. Gambhir was a Senior Analyst in the re-engineering of the Logistics Management System for the U.S. Department of State. She developed "as-is" and "to-be" models, conducted work sessions, and represented the State Department at their information gathering sessions.
Ms. Gambhir helped develop the process model for the Data Administration team within the Naval Air Systems Command using IDEF functional modeling techniques. Ms. Gambhir supervised the work on designing and developing the presentation of the functional model to higher management. Ms Gambhir also led the Data Administration team within the Naval Air Systems Command to formulate the concept of operations and naming standards and she developed the data dictionary user guide for the team.
Ms. Gambhir supported the Veterans Benefits Administration's (VBA) overall effort toward modernization using Business Re-engineering and Information Engineering methodologies, techniques, and tools. She analyzed process/project dependencies among the 24 projects to be developed by VBA, she analyzed the business requirements captured during the six scoping sessions; and she developed, defined, and standardized the process models for the projects. Ms. Gambhir was responsible for the association of data stores to business area groups for each project.
Ms. Gambhir analyzed the VBA enterprise business model, identified issues, and helped resolve the issues with the work group. She developed the final report of the Business Model Work Group work session where the participants resolved business model issues, expanded upon the VBA Business Reengineering Charge and defined the boundaries of VETSNET modeling.
Ms. Gambhir developed the final report of the VBA and the Veterans Hospital Administration (VHA) Interface Model. The report provided a starting point for VBA and VHA to establish a joint strategic direction for streamlining the related business processes of both organizations and for promoting cooperative information sharing in support of better veteran service.
Ms. Gambhir was the senior analyst in the development and documentation of the VBA Approval File Project design alternatives for implementing the approval file system.
