- India Currently assisting the Ministry of Surface Transport and the Asian
Development Bank develop Privatization, Commercialization and Corporatization models for
the Major Ports in India. Will develop concession, commercialization, tender and bid
documents and selection criteria.
- Sri Lanka - Assisted the Government Bureau of Infrastructure Investment to privatize and
sell the management concession for a container terminal. Developed a public and private
corporation "valuation" model to determine the highest asking price for the
government. Reviewed concession contracts and recommended improvements.
- Thailand, Songkhla and Phuket Ports - Economic Feasibility Study Conducted
economic feasibility study to determine the need for building additional terminals for
passenger ferries and cargo vessels. Evaluated financing options.
- Korea Assisting a consortium of commercial investors determine the feasibility of
developing a new container terminal.
- Colombia - Privatization - Developed a business plan and calculated the value of
privatizing the port services and management. Developed bid documents, short-listed
qualified investors, evaluated bids and assisted in bidder selection. Privatized the port
of Buenaventura and leased facilities to private terminal operator.
- Guatemala Assisted the government privatize the ports of Puerto Quetzal and Santo
Tomas, and attract investors for development of new terminals.
- Georgia - Assisted the Minister of Transportation privatize the port of Poti, and
attract investors. Also assisted the Government of Georgia in privatizing urban and
agricultural land.
- Russia - Assisted a consortium of US and European investment banks determine the value
of and acquire the majority shares in the port of St. Petersburg.
- Venezuela - Port Privatization and Investment - Defined infrastructure capital
investment needs for restructuring and privatizing the ports. Analyzed economic viability.
Privatized eight public ports, and leased two to private operators.
- Port-au-Prince, Haiti - Port and Airport Privatization - For the Prime Minister and the
Central Bank Governor of Haiti, developed strategic business plans and currently
privatizing the ports and airports, and attracting private investors to lease and operate
the ports and airports. Developed bid documents. Project managed by the International
Finance Corporation, a division of the World Bank.
- Former USSR - Russia, Ukraine, Kazakhstan. Conducted a water and intermodal transport
sector survey to determine new investment and economic revitalization opportunities.
Recommended investment alternatives and a framework for privatization. Worked with the
Ministry of Transportation in each country.
- Russia - Transportation Enterprise Restructuring - Developed business and strategic
plans to privatize, restructure and attract private investors to the ports of Murmansk and
St. Petersburg. Developed plan for the sale of shares. Worked with the Goskommimuschestvo,
and the Mayors office in St. Petersburg, as well as with the Russian Privatization
Center in Moscow. The Russian Government has selected and is implementing one of the
recommended development alternatives.
- Airports Restructuring & Privatization. Haiti (described in this document), Colombia
(institutional and financial restructuring) and Russia (development and privatization of
new airport services).
- Aruba, Caribbean - Developed economic revitalization and business diversification plan
for the port and airport on the Caribbean island. Studied feasibility of establishing a
Free Trade Zone, assembly operations and light industrial park.
- Treuehandanstalt, Former East Germany - Assisted the privatization agency to restructure
the State-owned shipping company, sell unprofitable business units and develop a business
and labor restructuring plan.
- Guatemala, Puerto Quetzal - New Terminal Feasibility - Developed a business plan to
determine the economic viability of building a new cruise ship and container cargo
terminal on the Pacific coast.
- Venezuela - Reviewed the transportation and trade regulation of the country, compared
trade barriers and other restrictions with other countries, and recommended new
regulations and trade policies for a free market environment. For the privatization
agency, developed a restructuring and privatization plan for a State-owned shipping
company. Recommended selling unprofitable businesses, consolidating operations, forming
joint-ventures and reducing costs.
- Mexico - For a large transportation company, developed a business growth and
diversification strategy for their bulk storage operations. Also developed an acquisition
strategy for the trucking operations.
- UK Transportation Company - Developed a strategic vision and business plan for a
Multimodal transportation company with operations in over nine countries.
